Yes, Raptor will read rdf/xml, assuming that it's valid RDF inside. For 
a test run I recommend you try to read the ontology with the command 
line tool Rapper first.

Rapper is quite good at converting between RDF forms (ntriples, turtle 
etc.) if you should need it in another form, but the Redland libraries 
should read everything that Rapper can.
