[redland-dev] rasqal 0.9.17 pre-release and API break

I've just made an ABI/API break for rasqal 0.9.17 sitting in subversion 
right now.  That was necessary for several reasons to do with future raptor2 
integration and changes due to the query API changes for sparql algebra.

This will be the release with the new query engine activated as the default 
and with lots of fixes since the previous release in 2008.

Rather than try to get the query engine 100% done, I'll release it shortly 
with some things still broken (UNION, some OPTIONALs).  SPARQL algebra has 
proved hard to understand and implement.  It passes about 95% of the DAWG 
SPARQL 1.0 test suite.

So given the long time since the last release, it might be nice if people 
gave the current subversion snapshot a test.
