[redland-dev] Redland librdf RDF library 1.0.11 requires rasqal 0.9.19+

We just noticed (thanks Orcan Ogetbil) that the dependency of librdf on
rasqal is out of date.

The configure.ac and README.html both said rasqal 0.9.16 or newer was
required but if you try to build librdf 1.0.11, you will find you actually
need rasqal 0.9.19 or newer.

If you are a packager, you should make sure that's in the dependencies.
