Summary:                    win32_rasqal_config.h doesn't work on MSVC2008
Description: 
Crucially the <windows.h> must be included before the horrible macros it
defines are #undef'd.

also a bunch of feature macros were not defined.

Steps to Reproduce: 
build with MSVC2008
