Additional Information: 
I didn't actually need this option.
For some reason I'd used it with the path to the system version

searching for '--with-pcre-config' (copied from doc page)
finds only 1 use in the generated config, for --help

slightly separate but not worth its own ticket
could the documentation for '--with-random-approach'
mention that libmtwist is bundled with rasqal
