Hi, it is probably due to rsaqal testing for raptor2 using pkg-config.
It (configure) tries:

$ pkg-config --modversion raptor2
2.0.9

If it doesn't return a number, you may need to set the envariable
PKG_CONFIG_PATH

Depending on how you installed it, it is probably
  export PKG_CONFIG_PATH=/usr/local/lib/pkgconfig
by default.

It's possible some local build system (brew, macports, fink, ...) could put
it elsewhere
  export PKG_CONFIG_PATH=/usr/local/share/pkgconfig
