Summary:                    Inconsistent raptor_parser_parse_file_stream and
raptor_parser_parse_iostream
Description: 
Accordingly http://librdf.org/raptor/api/raptor2-section-parser.html
raptor_parser_parse_file_stream does not allow NULL base URI but
raptor_parser_parse_iostream does allow NULL base URI.

This is inconsistency.

So it is accordingly the documentation, not sure how the implementation works
(it seems that raptor_parser_parse_file_stream checks this in
raptor_parser_parse_start called function, but I am not sure.
