[redland-dev] Ada bindings for Rasqal

I have implemented Ada2012 bindings for big parts of Raptor and Rasqal.

I am currently not going to make bindings for Redland, but patches are
welcome.

Now I added some (non-complete) testing and it seems to work.

I am going to contemplate on Ada API to make it more consistent.

After this we should add it to Debian.
