[redland-announce] ANNOUNCEMENT: Redland 0.9.18

I immediately found a bad bug in 0.9.17 so have made an 0.9.18 with
fixes.  The server logs tell em it was only a handful of IPs that
grabbed it before I saw this.

The updated sources for Redland 0.9.18 and Redland Bindings 0.9.18.1

Otherwise there is a patch if you just want to fix 0.9.17:
