[redland] Redland Java interface

Thanks to a recent update of SWIG (http://www.swig.org/), I have
added a Java interface to Redland.  This took only a couple of hours
for the majority of it to be working.   I don't propose to complete
it at this stage to the level of full APIs like the Stanford RDF API
or Jena, with JavaDoc.  Now is a good time to volunteer to test this
out!

It isn't yet in the source snapshots but will be real soon.
