[redland] configure w/ no libxml

OK. Noted.
I think that is because I haven't got a system here to test on that
has only expat available, just ones with libxml only (BSDs, Solaris)
or both (Linux, OSX) so I've never met that issue
Can you tell me, just for information, what system this is?
(uname -a is sufficient)
