[redland-dev] Redland debs

With a bit more fighting and hacking, I've got some redland debs now.
They are not yet lintian clean and may not totally match Debian
policy, but apt-get install libredland0 works.

Same place as I mentioned this morning:
  http://www.redland.opensource.ac.uk/dist/binaries/debian/

and the /etc/apt/sources.list config:
  deb http://www.redland.opensource.ac.uk/dist/binaries/debian/ ./
  deb-src http://www.redland.opensource.ac.uk/dist/binaries/debian/ ./
