Yes, they are in 2.6.0 and newer.  CVS raptor has fixes for this of
the form:

#if LIBXML_VERSION > 20511
  name = (xmlChar *)xmlTextReaderConstLocalName(reader);
#else
  name = xmlTextReaderLocalName(reader);
  free_name = 1;
#endif

and then optional frees.  Same thing for the other call.
