[redland-dev] [patch] accessor functions for log messages

Here are some accessor functions for log messages.  These make it easier
for language bindings to unpack the errors.

It also retires two unused prototypes from rdf_log.h

also, a new librdf/ChangeLog file.

	* rdf_log.c: add accessors for components of the
	librdf_log_message type.
	* rdf_log.h: add prototypes for the accessors, deleted
	unused prototypes for librdf_log_set_handler and
	librdf_log_set_level.
