[redland-dev] [Patch] Disable libcurl Pragma: no-cache

libcurl by default sends a Pragma: no-cache header on all HTTP requests
to prevent web caches from returning a cached version of the file if
it's available. I've found that I almost always want a cached version,
so I'm attaching a patch that disables this default behavior.
