[redland-dev] Installation under WindowsXP

We need the Redland RDF Library for Perl for a course at the Technical University of Vienna. It seems that some students don't know and can not figure out how to install redland under WindowsXP for Perl.
Could you provide a Webpage where the downlaod- and installation process for WindowsXP and Perl is described. (Or tell us how it is installed)

I alredy tried several pages and downloads:

But we still were not able to figure out how to install Redland under WindowsXP for Perl.
