[redland-dev] Windows XP and Cygwin installation

This may just be coincidental, but for what it's worth I got a very
similar error on cygwin the other day elsewhere when I forgot
Python.h, which is in cygwin (setup) as part of python-dev -
presumably needed for the corresponding bindings.
