Redland implements the RDF(2004) revisisons where all URIs are
"RDF URI References". This was intended to be forward compatible with
IRIs, which it is. So the answer is really both. Redland mostly does
not care, it follows the relative URI rules, '..' etc but what is between
the '/'s are mostly opaque.
