Hi,
I was able to compile raptor2-2.0.0, rasqal-0.9.22, Redland-1.0.13 using mingw with few twists.
I didn’t use cygwin because its dependency on cygwin.dll.

O.K. it is better now, cygwin and gnuwin are not compatible with each other. I removed gnuwin from the path.

Are you typing configure in GNU Bash or at a command prompt? You'll need to do it in a GnuWin shell (like GNU Bash) instead of the windows command line (or "run..." for that matter).

Visual Studio and POSIX are two different universes. Configure is for POSIX.
For Visual Studio, you'll have to configure project & solution files by hand.
