Summary:                    Add Format URIs to raptor_syntax_descriptions
Description: 
The SPARQL 1.1 Service Description:
http://www.w3.org/TR/sparql11-service-description/

Adds the concept of a Unique URIs for File Formats:
http://www.w3.org/ns/formats/

It would be useful for generating Service Descriptions, if the
raptor_syntax_description contained these URIs, either by creating a new field,
or by using the convention that the first URI in uri_strings is the Format URI.
