Summary:                    configure accepts bogus values for
--with-xml2-config
Description: 
./configure --with-xml2-config=/tmp/fubar
falls back to searching the path,
which is not what the user wants when explicitly specifying these,
as it can lead to unwanted dependencies (maybe if there's a typo
or race condition in a larger build system).

much better to give a proper error message for this.

Steps to Reproduce: 
./configure --with-xml2-config=/tmp/fubar

Additional Information: 
all patches are of course contributed under redland project's standard license
(ALv2+/LGPLv2+/GPLv2+).
