Summary:                    Unclear documentation for raptor_uri_filter_func
Description: 
>From the documentation for raptor_uri_filter_func() it's unclear what "non-0 to
filter the URI" means.

Maybe "filter the URI" means to skip processing this URI? (and then where to
return the error when the URI is tried to be opened?)

Or vice versa, it means not to skip?
