Currently the Cygwin way is best for the Ruby bindings. I have tried
compiling them before but had mixed success; while I can compile them I
can't package them properly due to limitations in how Ruby gems handles
DLLs.

Yes, I believe you will need to have Ruby installed. If using Cygwin I
think you will also want the ruby-dev package.
